Until when is a seamstress who works in sewing and earns her livelihood from it permitted to sew during the Nine Days?

Our teacher Rabbi Amram Fried shlita wrote:

A tailor who received new garments for sewing before Rosh Chodesh may continue sewing until the week in which Tisha B’Av falls.
