Is it permitted during the Nine Days to buy Shabbat clothing for a 4-year-old child for a bar mitzvah on Shabbat Nachamu, if he does not have sufficiently appropriate clothing
and it is not feasible to do so on Friday?

If he indeed has nothing to wear on Shabbat, and there is indeed no other time to buy it, it is permitted after the fact to buy it during the Nine Days.
