Meat at a Siyum of Tractate Tamid

Question

Is it permitted to eat meat at a siyum of Tractate Tamid during the Nine Days?

Answer

Shalom u’vracha 

It is permitted to eat meat. 

This is on condition that at other siyumim as well he eats meat, and that he did not intentionally schedule the siyum for these days. And in the week in which Tisha B’Av falls, it is permitted only for a minyan of people, aside from the one making the siyum and his relatives who are disqualified from giving testimony.
