False Complaint to Receive a Refund
Question
There is a website from which I ordered products, and I know that if I complain to them about an item that was not 100% as I wanted, they refund my money. Is it theft to complain to them about products that I do enjoy—perhaps they do not look exactly like the picture, but they are still in proper condition—and is it theft to complain about things that arrived completely fine? (I do not know whether they are non-Jews or Jews.)

If it is the product that was promised, it is forbidden to complain falsely, even if they are non-Jews.
It is theft.
