What blessing is recited over bourekas made from rice paper filled with cheeses?

Rice paper sheets on their own — if they are mostly rice, their blessing is Mezonot. If they are mostly made from other ingredients, their blessing is Shehakol. [It is common for them to contain tapioca and other starches].
Bourekas made from rice paper — it depends on what is primary for the person eating it. If the cheese is primary and the sheet is there merely to hold it, its blessing is Shehakol. If the outer part also contributes to the taste, its blessing is the same as the blessing on the sheets, as above.
