Reporting Extra Hours in the Following Month

Is it permitted to report work hours that I worked in a certain month as though I worked them in the following month, if in that month I had extra hours?

It is forbidden to do this without approval from the workplace.
The workplace has the right to limit the number of hours, for its own reasons. [For example, they may assess that an excess of hours will harm the quality of the work].
If it is clear to you that the reason they limit the hours is that they are not willing to pay more than a certain amount per month, then there is no problem with reporting them in the following month.
