Reporting a Kindergarten Teacher Who Did Not Come

I am an assistant in a kindergarten of the Velimadetem network. When a kindergarten teacher does not come and she has no assistant, she receives a small additional payment. There are many kindergarten teachers who report that the assistant came, and the assistant pays them the full amount. Is it permitted to do this?
I need a quick answer because today I have to submit an attendance report.
