A workaround regarding birth-related reimbursements

Question

In the birth benefits package, there are reimbursements for courses for which store owners offer a refund, meaning that I buy the course and they give me a purchase credit as a bonus. So on the one hand, this is according to the rules, but it is clear that I would not have bought the course. Is this permitted?
