Is it permissible to pay someone to change the Rav Kav profile to that of an evacuee and thereby receive free rides until the end of the war?

It is forbidden. This constitutes theft.
The transportation company conditions the ride on the use of an appropriate Rav Kav, and using the bus contrary to the rules of the bus owner is theft.
