Touching a Woman's Hair

Is it forbidden to touch a woman's hair? Sometimes when sitting behind a woman on a bus, as the woman turns her head, her hair might touch the hands of a person holding the handle behind.

Hair is considered as part of the woman's body. Just as it is forbidden to touch the body, it is also forbidden to touch the hair.
