Smoking for a Regular Smoker - Tisha B'Av

Is a person who regularly smokes allowed to smoke on Tisha B'Av?

I quote to you the words of our teacher, the Gaon, Rabbi Amram Fried, shlita:
Smoking an electronic cigarette is prohibited in any case.
Smoking a regular cigarette is permitted only after midday, in private, for those who find it very difficult without smoking.
