The Fast of Tisha B’Av — Depressive Disorder

Question

Yesterday evening I asked how one should conduct oneself on Tisha B’Av in a psychiatric ward regarding pills... three times a day, etc.
The rabbi ruled for me that in this situation I do not need to fast at all.

So I wanted to ask: I am not in a psychotic state or anything like that.
It is simply that I am there due to a personality disorder, depression, sharp ups and downs, and some suicidal ideation.

But I am quite capable of fasting...
So why am I not obligated?

You are exempt from fasting. 

You need to strengthen yourself and recover.
