Haircut on Rosh Chodesh on Friday

Is it permitted to get a haircut today, Rosh Chodesh, which falls on Friday, not during Sefirat HaOmer?

Shalom u’vrachah 

Strictly speaking, there is no prohibition against getting a haircut on Rosh Chodesh. 

Those who follow the will of Rabbi Yehudah HaChasid not to get a haircut on Rosh Chodesh observe this prohibition even when Rosh Chodesh falls on Friday.
