Is it permitted to get a haircut today, Rosh Chodesh that falls on Friday?

Shalom u’vrachah 

Strictly according to the halachah, there is no prohibition against getting a haircut on Rosh Chodesh. 

Those who follow the ethical will of Rabbi Yehudah HaChassid not to get a haircut on Rosh Chodesh observe the prohibition even when Rosh Chodesh falls on Friday.
