Is it permitted for a person who vowed to perform a mitzvah

Hello, if someone vowed to perform a mitzvah, is this vow permitted if there is no concern that they will transgress a prohibition due to the release?

This vow is permitted because they will simply not fulfill a mitzvah, but will not transgress a prohibition.
