Question
Can a person blow a shofar over someone for healing?

Shalom!
Although the shofar had additional uses in Temple times, it is generally not blown nowadays other than on Rosh Hashana, and according to most customs, every morning for a month before Rosh Hashana.
For healing I recommend you pray and do good deeds, especially giving charity.
