Ma'aser from Severance Compensation and a Rent Grant

Question

Is it necessary to separate ma'aser kesafim from severance pay? And is it necessary to separate ma'aser kesafim from rental assistance that a new immigrant receives from the Ministry of Housing?

Answer

Shalom u'vrachah 

From retirement/severance compensation — one must separate ma'aser. 

From a rental assistance grant — there is no need to separate ma'aser, since it is designated to help with a specific matter and not for general use.
