She Cut Her Hair with the Intention of Donating It

Question

A woman cut her hair with the thought of donating it to Zichron Menachem, but the donation did not end up taking place. Is she permitted to use the hair for herself?

Shalom u’vrachah 

She is not obligated to give the hair, and she may use it for herself.
