Buying Aliyot
Question
If a levi were to bid on an alyiah and there was no cohen in shul so he was forced not to get his aliyah does he have to pay for it ?

Since he didn't receive the Aliyah, he does not need to pay.
One should make sure before the auctioning that there will be a Kohen and Levi aliyah.
