Question
In Nusach Sefard we say "Kegavna" on Friday night before Barchu.
Should the shaliach tzibbur say "velomar" before Barchu? I have seen some who do and some who do not.

There is no binding halacha in this; it is a custom, and each place should follow its own custom.
