Slander about a Non-Jew

Hello, A person hears someone saying: I wonder who paid the terrorist organization for the cost of the messages, and says, "Surely Iran." Is this considered slander? When it concerns an enemy, which is a state?

Hello 

There is no prohibition of slander against a non-Jew.
