Tithing Money When There is a Poor Person Before Him

Hello, is tithing money obligatory when there are poor people before him or when there are none?

Answer

Hello,

When there are no poor people before him. Because if there are poor people before him, he is obligated by the law of charity, not by the law of tithing money.
