Persuading advertisers to switch to me

Question

I have a website where I advertise businesses and charge each business money. In order to find businesses, I try to look in newspapers and the like for phone numbers, and then I call them to ask whether they are interested in advertising with me.
I wanted to ask whether this is permitted, or whether it is forbidden because I am using something belonging to someone else without his permission.
And perhaps, since my website is in the wedding field, I would be allowed to collect numbers only from places that are not in the wedding field.
And even if we say that it is permitted, I want to ask whether I may persuade them to advertise with me, since it is cheaper than the place where they are currently advertising.
