Entering a Neighbor's Field - Architectural Plan

Is it permissible for an architect to submit a zoning plan for an entire building (for instance, 10 tenants) when not all are paying at present, but legally it is possible to submit and define that the neighbor who received building rights cannot use them without paying the fee and obtaining approval for it? A question from the perspective of 'entering a neighbor's field'.

It is permissible to submit.

When the other neighbors use the plan, they will be obligated to pay you.
