Chazakah on Public Property

Is there a chazakah on public property? We purchased an apartment, and the contract stated that a parking area was sold to us. It later became clear that the area is public property. The sellers used this area exclusively for about five years. Do they have a chazakah on the area, and are we permitted to use it?

If they did not build anything there, there is no chazakah in this case.
