Registration Fee for an Institution That Closed

We held registration for a seminary and charged a registration fee of 200 NIS. There was an entrance exam and an interview. In the end, our seminary closed. My question is: do we need to refund the registration fee to the applicants, and if so, how much?

If the seminary’s failure to open was due to circumstances beyond your control, and you incurred registration-related expenses amounting to 200 NIS per student, you are not required to refund the registration fee.
