A tenant has been living in an apartment for more than a year. Who is responsible for fixing plumbing blockages — the tenant or the landlord?
And what is the halachah regarding a blockage in a small sink intended for netilat yadayim, where it is possible that the blockage was caused by use other than just water?

Clearing the blockages is the responsibility of the tenant.
This ruling applies even with normal use, and all the more so if the use was improper.
However, if the blockage is in the building’s plumbing, it is the responsibility of the landlord.
