Use of Building's Shared Water

Hello,
A person living in a building and paying maintenance fees wants to use the building's shared water hose for personal use (such as washing a car mat, which would require a minimal amount of water). Is this allowed?

If there is no explicit agreement from the neighbors, it is forbidden.
Usually, neighbors are strict about even minimal use, because once one person uses a little, another might use more, and there will be no end to it.
