Arranging a Vacation During the Nine Days. Repayment of a Dollar Loan

Question

I have two questions:

1. Is it permitted during the Nine Days to make phone calls and inquiries regarding a vacation that will take place after Tisha B’Av?
2. I gave a friend a loan of $1,500, and after about two weeks he repaid me with a check in shekels. According to which exchange rate should he repay me — the representative rate? And is he permitted to add an amount because he is repaying by check?

Answer

Shalom u’vracha 

1. Strictly speaking, there is no prohibition. 

2. The obligation is according to the representative rate on the day of the loan, because the loan obligation is in shekels and not in dollars.
