National Insurance Allowance

Question

An elderly neighbor in my building received approval from National Insurance for a caregiver. He asked me to register as his caregiver, so that the payslip would be in my name, and to transfer the money to him each month, minus 400 NIS that would remain with me. In addition, I receive the contributions to the pension fund, provident fund, and the like. This month the annual convalescence pay came in. To whom does it belong?

It depends on the exact wording of the agreement. 

According to the wording you wrote, “that I transfer the money to him each month, minus 400 NIS,” it belongs to the neighbor.
