Halacha on Withholding Seminary Records for Unpaid Tuition

Question

My daughter studied for a year in a seminary. The tuition was 2,500 NIS per month, and we paid most of it, but by the end of the year we still owed about 7,000 NIS. We agreed with the seminary on a long-term payment plan, and we have been paying according to this plan for the last 7–8 months.

Now my daughter wants to continue her studies in education, the subject she studied in the seminary. We asked the seminary for official documents listing her study hours and the subjects she learned, but they said they will not give us these documents until we pay the entire remaining debt.

This is a large amount of money for us, especially since there is already an agreed payment plan. According to halacha, are they allowed to withhold her study records and documents until the full debt is paid?
