Listening to a Woman's Singing When Not Knowing Her

Is listening to a woman's voice a Torah prohibition, and can one rely on Rabbi Ovadia's leniency that if you do not know the woman, it is permitted?

Hello Rabbi,

It is forbidden to listen to a woman's singing, even when you do not know her.

Shulchan Aruch, Even HaEzer, Laws of Marriage, Siman 21, Paragraph 1
And it is forbidden to listen to the voice of ervah.
