Meat utensil that touched dairy

Should a meat utensil that possibly touched dairy food or a dirty dairy utensil be washed even if no residue is visible?

Hello,
If it actually touched dairy food or a dirty dairy utensil, it needs to be washed.
If it only 'possibly' touched, there is no need to wash it.
