Touching Food on Tisha B'Av

Question

I want to prepare food and have washed my hands only up to the knuckles, as permitted on Tisha B'Av. The question is whether it is allowed to touch the food and if it does not need to be washed afterward, like food touched without washing hands.

Answer

It is permissible to touch food after the washing you performed in the morning. 

This washing is sufficient to remove the evil spirit.
