Hypothyroidism - Tisha B'Av

Hello,
A 67-year-old woman suffers from hypothyroidism and is stabilized with medication.
She experiences very severe headaches during the fast.
Should she fast on Tisha B'Av?

According to the instructions of the Gaon, Rabbi Amram Fried, shlita
she should not fast. She should eat and drink as usual.
