'Bletlach' on an Etrog

Is an etrog that has bletlach valid lechatchilah?

Shalom rav,
In halachah, bletlach [a type of scab that forms after the etrog is scratched or injured while growing] do not invalidate the etrog when they are flat and do not protrude above the surface of the fruit. Even if they can be felt by touch because they are rough, they are not considered protruding.
However, with protruding bletlach, there is concern that their status is like that of a chazazit; therefore, lechatchilah, if there is a protruding bletl on the upper third of the etrog, or two on the lower part and they encompass most of the etrog, it should be invalidated.
In pressing circumstances, all bletlach are deemed valid, relying on the opinions that they are considered part of the etrog’s natural appearance.
