Chalaka during Chol Hamoed

Is it permitted to cut a child's hair for a chalaka during Chol Hamoed?

It is permitted to perform a chalaka during Chol Hamoed.

And see in Gan HaMelech where it is written: "It is permitted to delay the joy of the haircut done for a child to accustom the joy during Chol Hamoed, and it is also a mitzvah."
