Is it permissible to cut one’s nails on Rosh Chodesh that falls on Erev Shabbat?

Strictly speaking, there is no prohibition.
Those who are accustomed not to cut their nails on Rosh Chodesh, in accordance with the custom of Rabbi Yehudah HeChasid, are accustomed to prohibit it even on Friday.
