Tying tzitzit during Chol HaMoed

Is it permitted to tie tzitzit on the eve of Pesach after midday, or during Chol HaMoed of Pesach?

It is permitted to tie tzitzit on the eve of Pesach after midday, and likewise on Chol HaMoed, when it is needed for the festival itself.
