Time for Haircut Permission - Sephardim

Can Sephardim be lenient and get a haircut and shave after noon on Lag BaOmer?

According to the custom of the Sephardim, there is no permission to get a haircut before the morning of the 34th day of the Omer.

And one should not get a haircut until the morning of the 34th day
