Concluded with “Go’el Yisrael” instead of “HaKel HaKadosh”

An incident occurred in which the shatz began “LeDor VaDor Nagid…” (“From generation to generation we shall proclaim…”) etc., and mistakenly concluded “Go’el Yisrael.” By the time he and the congregation grasped what had happened, the time span of toch kedei dibbur had passed. The question arose: Is this considered a conclusion, such that he must return to the beginning of the prayer, or is this conclusion not at all relevant to the blessing and merely idle speech, in which case he may finish the blessing?

Shalom u’verachah 

The conclusion was mistakenly that of a different blessing, and he must return to the beginning of the prayer.
