Prayed Shemoneh Esrei Before “Matir Asurim”

Question

A person prayed Shemoneh Esrei and then, after the prayer, recites the morning blessings. May he recite the blessing “Matir Asurim,” or not, since Rabbi Elyashiv writes in the book Peninei Tefillah in the name of the Aruch HaShulchan that one should not recite it, because he already said it in “Matir Asurim”? Has this ruling been accepted in halacha, and is this the practice?

This is not the halachic ruling, and he should recite “Matir Asurim” after the prayer.
