Bus ride with two kids

Question

The law is that a child under the age of five has a right to ride in public transportation for free, on the condition that he’s accompanied by a passenger who paid for his ticket. Every ticketed passenger may only take one underage child for free. The question is, can I ride a bus with two little children under the age of five and not pay for them? If there are other paying passengers in the bus, one could claim that I am accompanying one of the children, and some other paying passenger is accompanying the other.

The second child can ride for free only if there is another paying passenger who is responsible for that child.
