Division of Elevator Installation Costs

Question

Shalom! We are about to install an elevator in our apartment building. It is important for us to know what is the generally accepted division of installation costs among the residents. Is there a difference between the floors? Is there a difference depending on the size of the family? Is a neighbor who built on the roof still considered as one apartment? And how should we divide the operating costs, insurance, maintenance, and repairs?

The following are the instruction given by our teacher Rabbi Fried:
Upper floor pays 50 percent
Middle floor pays 35 percent
First floor pays 15 percent
