Hello, Why is a person who owns a protected smartphone considered disqualified from testimony? And what is the definition of a person who is permitted to testify?

Hello 

A person who owns a protected smartphone is not disqualified from testimony

A person who owns a hacked smartphone is disqualified from testimony because they are known to transgress prohibitions.
