The War of Israel with Benjamin

Hello,
In the Book of Judges 20:10, it is possible to learn that the children of Israel went up to demand justice from the multitude of the tribe of Benjamin for their actions with the concubine.
There is also a Gemara in Sanhedrin that a court can make a safeguard for the Torah and impose a punishment not specified in the Torah.
The question is whether the decision on the judgment of their brothers from Israel is permitted?

From the prophet, it is clear that the decision was proper. It was decided by all the tribes of Israel.
