Using Liquid Protective Spray on Shabbat

Is it permissible to use, on Shabbat, a transparent liquid protective spray that does not need to be rubbed in, but is only sprayed onto the face?

It is permissible to use it on Shabbat.
It is also permissible to rub it in, since it is completely liquid.
