Called to Maftir but Unable to Read the Haftarah

Question

What is the ruling when the person called to Maftir becomes speechless after the Torah reading and cannot recite the Haftarah blessings? Can another person be called for the Haftarah without first being called to the Torah?

There is no need to read the Torah again.
