Musaf Prayer Alone or After the Seventh Hour

What is preferable: to pray Musaf in a congregation after 7 hours or alone before this time?

There is a disagreement on this matter, but according to the law, the poskim have written to pray in a congregation after seven hours.

The Tur (Orach Chaim, Siman 286) mentions that his father, the Rosh, prayed alone to avoid delaying the time.
However, according to the law, several contemporary poskim write to pray in a congregation even if it is delayed.
