Measuring on Shabbat and Yom Tov

Question

Shalom, Rabbi. Regarding the prohibition of measuring on Shabbat and Yom Tov.
1. It was not clear to me: when one does not need an exact measurement of something, is it permitted to measure (even with an accurate measuring utensil), or is it altogether forbidden?
2. What is the status of measuring cups used to add water, oil, etc. to food or to a bowl when a person is preparing something on Yom Tov or on Shabbat (in a permitted manner)?

Answer

Shalom and blessings 

1. The opinion of the author of the Shulchan Aruch is to prohibit using a measuring utensil. The opinion of the Rema is to permit it when one is not measuring precisely. 

2. It is permitted if one is concerned that the food will not turn out properly.
