Baby Stroller - Plowing?

Hello,
Regarding the labor of plowing on Shabbat, when a person places a ladder on the ground or passes with a baby stroller over dry soil and creates a depression in the ground — when is it considered that his work only compacts the soil and is permitted, and when is it called loosening the soil, which is forbidden?

If the soil loosens - it is considered plowing.
And if the soil compacts - it is not considered plowing.
